November and December

Dry Days, Dark by Seven

The 16th Dakar Biennale (Dak’Art) runs November 19 to December 19, 2026, in the first weeks of Dakar’s dry season. The rain has stopped, afternoons sit near 30 °C, nights stay above 20 °C, and the sun is down before 7 pm every day. This page gives the figures, names who published each, and says where the record stops. Every source was read on October 6, 2026; a date beside a source is the source’s own.

NOAA’s 1991 to 2020 climate normals, as tabled on Wikipedia’s Dakar page (a cached copy), give a mean daily maximum of 30.1 °C (86.2 °F) in November and 27.9 °C (82.2 °F) in December, with minimums of 23.5 °C and 21.0 °C. Rain is close to nil: 0.3 mm in November and 0.4 mm in December. An older Deutscher Wetterdienst series in the same table has average humidity falling from 74% to 66%. The rainy season ends in October by Canada’s reckoning and in September by the UK’s. Evenings can feel cool: Bradt’s Senegal guide (undated) advises a sweater against the ocean breeze.

The sea

The same table gives a mean sea temperature of 27 °C in November and 24 °C in December without naming its source. Unconfirmed No figure from a named oceanographic source was found. Warm water is not calm water: three governments warn of riptides, as set out under safety.

Daylight

Senegal keeps GMT all year. No published sunrise table could be opened, so these times were calculated for this guide with NOAA’s solar equations for central Dakar and are good to about a minute. On November 19 the sun rises at 07:13 and sets at 18:37; on December 19 it rises at 07:29 and sets at 18:45. Last light comes about 23 minutes after sunset. An evening opening lets out into the dark, and the British, American and Canadian advisories all say not to walk alone after dark. The trip home is on the Nights page.

The dust season, as far as it is sourced

This page is named for the Harmattan, the dry wind that holds the Sahel through the dry season. What can be sourced for Dakar is thin. Measurements at M’Bour, about 80 km south of the city, published in 2010 by Marticorena and colleagues in Atmospheric Chemistry and Physics, found dust at its monthly maximum in the dry season and its minimum in the rains, and less dust in Senegal than in Niger. The abstract gives no starting month. No statement from the weather agency, ANACIM, on when the dust season begins in Dakar was found, and the site of the national air-quality centre could not be opened. This guide cannot say how many dusty days to expect.

Live readings exist. At 2 pm on October 6, 2026, IQAir’s Dakar page listed nine stations, with central Dakar at an air-quality index of 17 and Pikine at 93. That is one afternoon at the tail of the wet season, not a forecast.

Sun

No monthly UV index for Dakar was found. The US Centers for Disease Control and Prevention (CDC, reviewed August 25, 2026) advises sunscreen of at least SPF 15, protective clothing, and shade from 10 am to 4 pm.

Entry

Ninety Days Without a Visa

Most readers can enter Senegal with a passport alone. Senegal’s Ministry of Foreign Affairs lists the nationalities exempt from a visa for stays under three months, on a page with no update date that says the rules date from May 1, 2015. Anyone not on the list needs a visa, and the passport must be valid for at least six months.

The six months are counted from arrival by the United States and the United Kingdom and from departure by Canada; a passport that passes the Canadian test passes the others. A cached Wikipedia page gives a narrower exempt list than the ministry does. The ministry’s page is the official one.

The e-visa that has not started

In August 2025 Prime Minister Ousmane Sonko announced an electronic visa, based on reciprocity, for nationals of countries that require visas of Senegalese citizens. Daily News Egypt (August 5, 2025) named France, the United States, Canada, the United Kingdom and China. Au-Senegal.com (August 7, 2025) named France, Spain, the United States, Canada and Belgium. VisasNews dated the Council of Ministers’ adoption to July 30, 2025. None gave a start date, and no official text fixing a date or fee was found. As of October 6, 2026, the British, Canadian and French pages in the table still stated visa-free entry. Check again in the week before you fly.

Customs

Non-residents must declare foreign currency above the equivalent of 1,000,000 CFA francs on entry, about $1,735 by the State Department’s conversion, and above 5,000,000 on leaving. Artists and crews should note Canada’s list of goods needing customs clearance: computers and parts, stereo equipment, tools, video cameras and players, and auto parts.

Health

One Vaccine, Three Answers

Every health body read for this guide recommends the yellow fever vaccine for the traveller’s own protection. They do not agree on whether Senegal demands the certificate at the border.

No official Senegalese text for the March 9 change was found, and no WHO list newer than 2023. The practical reading: carry the certificate if you have one, and treat it as required on any route through a risk country. GOV.UK adds that other countries may ask for it after a stay in Senegal.

Other vaccines

CDC recommends hepatitis A and B for unvaccinated travellers, typhoid for most travellers and routine vaccines brought up to date, measles above all. It reports that poliovirus was identified in Senegal in the past year, and recommends meningococcal vaccine for the parts of the country in the meningitis belt in the dry season, roughly December to June. Rabies vaccination it leaves to a clinician. TravelHealthPro lists hepatitis A, tetanus, typhoid and yellow fever for most travellers.

Diphtheria is the live issue. France Diplomatie (September 21, 2026) reports an outbreak in 24 districts of 11 regions, mainly Kédougou, Dakar and Thiès. TravelHealthPro (September 30) counts 13 cases and two deaths. Both figures are printed here because they differ in scale. Canada added a health notice on September 28.

Malaria

CDC recommends prescription antimalarials for all travellers, lists transmission in all areas, and names atovaquone-proguanil, doxycycline, mefloquine and tafenoquine. TravelHealthPro rates the risk high and names the first three. France says the risk lasts all year and eases only from January to June in the centre-west. For repellent CDC specifies 20% DEET or more.

Water and food

The State Department says tap water is not safe to drink and advises sealed bottles. France says to peel fruit and vegetables or wash them in safe water. CDC warns against swimming in fresh, unchlorinated water because schistosomiasis is present. Neither CDC nor TravelHealthPro says more that is specific to Senegal.

Emergency numbers

The short codes agree where they overlap. Canada gives police 17, medical assistance 15 and firefighters 18. The UK says to call 15 for an ambulance. France gives 17 and 18, and SOS Médecin on +221 33 889 15 15. The State Department’s page was read as giving 17 for emergencies, and says ambulances are absent or unreliable outside Dakar.

The landlines conflict, and this guide has not dialed them. France’s contacts page gives the gendarmerie as +221 800 00 20 20 and the central police station as +221 33 842 33 41; its security page gives +221 33 800 20 20 and, for the police, +221 33 823 71 49 or +221 33 823 25 29. Clinics listed by embassies

Medical facilities in Dakar are reasonable and limited elsewhere, the UK says. Canada says they generally want a cash deposit or proof of insurance first. The UK list dates from September 8, 2021, and says its providers are not endorsed; the French list is on the contacts page. The US Embassy’s list could not be opened.

Arriving

The Train Reaches the Airport

Flights land at Blaise Diagne International Airport (AIBD, code DSS), near Diass, 43 km east of downtown by Wikipedia’s cached page and 55 km by rail. The airport’s information line is +221 33 939 59 00. Since September 28, 2026, a train has run from the terminal to the Plateau, where the biennale’s three official venues stand.

Airlines and routes

The airport’s airline directory names the carriers but no destinations. These are the nonstop routes that could be verified against a second listing.

No nonstop from Washington was found on FlightConnections, and United is absent from the airport’s directory. Lagos, Addis Ababa and Nairobi appear as destinations on cached Wikipedia pages for Lagos and the Dakar airport but not as nonstops in the schedule listing. Unconfirmed

Air Sénégal’s year

The state-owned carrier still appears on Paris, Brussels, Casablanca and Abidjan. APA News reported on March 13, 2026, that it was flying three leased aircraft. Afrik.com reported on October 1 that it had suspended the cabin crew of its Paris route pending an inquiry, that the route runs on wet-leased aircraft, and that a shortage in August 2025 left 300 passengers at Paris-Roissy for two days. Its New York service ended in September 2024, by Wikipedia’s cached page. A traveller who must reach Dakar on a fixed date has reason to choose a carrier with spare aircraft.

The airport train

The Train Express Régional (TER) opened its 19 km section from Diamniadio to the airport on September 28, 2026, Dakaractu reported. Dakar to the airport takes about 55 minutes. Trains run every 8 minutes between Dakar and Diamniadio and every 24 minutes on to the airport, so about one in three goes through.

The fare is 4,000 CFA francs in second class and 7,500 in first, by Seneweb (September 28) and Notre Continent (September 29). The new section was free at first, and Le Soleil reported on October 3 that the free period ran to October 11. Tickets are sold at stations and agencies; each passenger may bring two suitcases and hand luggage, by the operator.

The operator has not published what a late arrival needs. On October 6, its timetable page still described only the Dakar to Diamniadio line: first train from Dakar at 5:45 am, last departures at 10:05 pm, and a train every 20 minutes on Sundays and holidays. No first or last train for the airport station, and no operator fare table for it, could be read. Agence Ecofin reported trains from 5 am to 1 am for the Youth Olympic Games, which end November 13; whether those hours continue is not stated. If you land after about 9 pm, plan on a car.

Taxis and the bus

The airport’s own fare table gives 13,000 CFA francs to Dakar by day and 18,000 by night, with the motorway toll paid by the passenger. Senego (October 5, 2026) quotes 20,000 to 30,000. Unconfirmed Treat the official grid as a floor. The UK advises pre-arranging transport and warns of bogus drivers who claim to know you. Dakar Dem Dikk runs Express AIBD buses, information on +221 78 184 58 23, but publishes no fares or timetable, and no airport bus direct to the Plateau was found.

Getting around

Agree the Fare First

Dakar is crossed by taxi. The rail and bus lines are new and cheap and both end at the Plateau, but neither runs along the Corniche or out to Ouakam, Almadies or Ngor. What is near each venue is on the What to See page.

Taxis

Taxis have no meter. Canada’s advice is to negotiate in advance, keep small notes ready and never share with strangers. The two North American governments describe the official cars differently: Canada says yellow and black, while the State Department refers to “Regulated orange taxis”. Au-Senegal.com (July 7, 2026) puts a city ride at 1,000 to 3,500 CFA francs. The operator guide Safari Sénégal quotes 1,000 to 1,500 from the Plateau to Point E or Fann and 2,000 to 3,000 to Almadies or Ngor. Unconfirmed Canada says to avoid motorcycle taxis.

Yango and Heetch

Both apps work. A Dakar court ruled on September 24, 2025, that Yango, Yassir and Heetch could continue operating, as RTS reported. Safari Sénégal says Heetch covers the city and the airport and takes cash and cards but not Wave or Orange Money, and that Uber does not operate in Senegal. Unconfirmed Canada advises checking the driver and the plate before getting in.

BRT, buses and the train

The Sunu BRT runs 18.3 km on its own lanes from Petersen, at the edge of the Plateau, to Guédiawaye, by Au-Senegal.com (September 29, 2026). Line B1 runs daily from 6 am to 9 pm, every 6 minutes from Monday to Saturday. A ride costs 400 CFA francs within a zone and 500 across zones, by the operator’s guide; tickets are sold at stations or in the SunuBRT app, never on board. Station names, and the stop nearest each venue, could not be read from the operator’s map. In town the train is useful at two stops, Dakar station and Colobane.

Official advice is against ordinary buses. The State Department’s words: “Avoid using motorbikes, van taxis (“cars rapides”), and public transportation.”

The Gorée ferry

The ferry leaves the port terminal north of Place de l’Indépendance and takes 20 minutes. Tickets are bought on the spot, with no reservations, by Au-Senegal.com’s timetable page (updated November 18, 2025); the port authority’s own site could not be opened. From Monday to Saturday the first boat leaves Dakar at 06:15 and the last at 22:30, and the last boat back leaves Gorée at 23:00, with later sailings on Friday and Saturday nights.

The fare is where the pages split. The timetable page tables a return at 6,000 CFA francs for non-resident adults and 3,000 for children, and 3,500 and 2,000 for residents of Africa. A second page on the same site, modified September 16, 2026, still shows 5,200 and 2,700, a tariff at least as old as a 2013 SenePlus report. Budget for 6,000 and confirm with the port on (221) 33 849 79 61. A municipal tax of 500 CFA francs is paid before boarding. More under Gorée.

Ngor pirogue, car with driver

Île de Ngor is a few minutes by pirogue from Ngor beach, by Au-Senegal.com (June 8, 2026), which gives no fare; Wikivoyage says about 500 CFA francs. Unconfirmed Canada says to check for a life jacket for every passenger. No dated day rate for a car with a driver was found.

Traffic and walking

No source describing rush hours by time and road was found. Au-Senegal.com’s guide for Games visitors advises allowing extra time. By day the Corniche Ouest belongs to joggers and walkers, at its best from 6 to 9 am and 5 to 8 pm, the portal says. After dark the advice reverses. The State Department writes: “Robberies occur regularly along the Corniche d’Ouest in Dakar. This is an area heavily frequented by tourists and westerners.” The Ancien Palais de Justice sits at Cap Manuel, at the southern end of that road. Canada advises walking facing the traffic.

Money

A Franc Tied to the Euro

The currency is the CFA franc of the West African Economic and Monetary Union, code XOF. It is fixed to the euro at 655.957, which Wikivoyage rounds to 656. The European Central Bank’s reference rate of 1.1204 dollars per euro on October 5, 2026, works out at about 585 CFA francs to the dollar. So 10,000 CFA francs is about 15.24 euros, or about 17 dollars on that day.

Cash and cards

Canada says credit cards are accepted in large hotels, some restaurants and stores, that cash machines are available in Dakar, and that large withdrawals are not possible. Change money at a bank or a reputable bureau; the UK warns of fake notes from unauthorized changers. Three things were not found: a dated source comparing Visa and Mastercard acceptance, any published statement of tipping customs, and any figure for how many galleries, restaurants or shops take cards.

Mobile money

Wave describes a phone wallet with no deposit or withdrawal fee and transfers at 1%; its site does not say whether a foreign number can register. Orange Money comes with a Senegalese Orange number, so a visitor who buys the tourist SIM can hold an account. BRT counters take mobile money.

Prices, as dated

Au-Senegal.com (July 7, 2026) gives a plate of thiéboudienne in a local restaurant at 1,000 to 2,000 CFA francs and a baguette at about 150. Safari Sénégal’s 2026 budget guide puts a mid-range restaurant meal at 5 to 15 euros and a mid-range day, without flights, at 60 to 100 euros. Unconfirmed

Phone and power

Keep the Boarding Pass

The operators are Orange, Yas (the former Free, renamed in November 2024) and Expresso. Only Orange publishes a visitor offer that could be read.

The Orange tourist SIM, Sim Teeru, costs 9,900 CFA francs and includes 600 local minutes, 500 texts and 15 GB of data, of which 5 GB works only on 5G. The bundle lasts 15 days and the number 30, so a visitor staying the month tops up after day 15. It is sold in the airport arrivals area and at Orange agencies at République, Sea Plaza and Almadies, and exists as an eSIM. Registration is by document: Orange activates the line against a passport and a boarding pass or air ticket. The regulator’s rule on SIM identification was not located.

The alternative is a travel eSIM bought before departure. Airalo’s Senegal plans, data only on the Yas network, were priced on October 6, 2026, at $6.00 for 1 GB over three days, $15.50 for 3 GB over seven days and $25.00 for 5 GB over 30 days.

Plugs and voltage

The supply is 230 volts at 50 hertz. WorldStandards gives plug types C and E, the two-round-pin pattern. Wikivoyage also mentions British and type K sockets; that is unsettled. Visitors from North America and the United Kingdom need an adapter, and American appliances that are not dual-voltage need a converter. Canada reports power cuts and suggests a battery pack.

Language and manners

Greet First, Then Ask

French is the language of administration and signage, and Wolof is the common language of the street. A greeting comes before any request. Wikivoyage says that not greeting people is considered extremely rude, and advises against using the left hand for a handshake. Unconfirmed Omniglot’s Wolof phrase list offers Na nga def? (how are you?), answered Mangi fi rekk (I am here, meaning fine), and Ñaata lay jar? (how much is this?).

Dress and photography

Canada’s advice is to dress conservatively and respect religious and social traditions; the UK notes that Senegal is predominantly Muslim. Alcohol is sold and served.

France Diplomatie (September 15, 2026) says it is forbidden to photograph or film official sites and buildings, naming airports, barracks, the presidency and ministries. Canada adds ports and people in uniform. Two consequences follow: the Gorée ferry leaves from the port, and the Plateau is the government quarter, with ministries within walking distance of the venues. The State Department says Senegalese law requires everyone to carry valid identification.

Friday and the holidays

The UK names Friday prayers, from 1 to 3 pm, as a time to avoid alcohol and revealing clothing. No source for the rhythm of the week, including whether galleries close on Friday afternoon or Sunday, was found; ask each venue.

No public holiday falls between November 19 and December 19, 2026, on OfficeHolidays’ list. Christmas Day comes six days after the close. The two great religious gatherings are past: the Grand Magal de Touba was on August 2 and the Gamou of Tivaouane on August 25. Sunday timetables apply each week to the ferry, the train and the BRT.

Where to stay

A Bed After the Games

The biennale opens six days after the Youth Olympic Games close. The Games run in Dakar, Diamniadio and Saly from October 31 to November 13, 2026, and Seneweb reported in April that 74 hotels, with about 5,200 rooms, were under contract for delegations. Au-Senegal.com expects about 30,000 accredited participants; Agence Ecofin gives 25,000 accreditations. No report of shortages or price rises tied to the Games was found, and no dated figure for room rates. Bradt calls November to March high season and advises booking well ahead. Districts compared

No published comparison of districts was found, and no source gives travel times between them. This is what the sources do say; the taxi fares are Safari Sénégal’s and unconfirmed.

Hotels named in print

This guide names a hotel only with the publication that named it. Au-Senegal.com’s guide for Games visitors (September 23, 2026) lists the Pullman Dakar Téranga and the King Fahd Palace in Dakar and the Four Points by Sheraton in Diamniadio. That is a travel portal’s listing, not a critic’s verdict. Lonely Planet’s Dakar hotels page names three more, but it carries no date and none could be checked as still trading, so they are not repeated here. No hotel recommendation was obtained from Condé Nast Traveler, the Financial Times, The New York Times, Wallpaper, Monocle, Le Monde, Jeune Afrique, Petit Futé or Time Out.

Where to eat

The Bowl From Saint-Louis

Start with the national dish. Thiéboudienne (in Wolof, ceebu jën) is fish and rice, and UNESCO inscribed it on its list of intangible cultural heritage in 2021. UNESCO traces it to the fishing communities of the Island of Saint-Louis and lists fish steak, broken rice, dried fish, mollusc and seasonal vegetables, among them carrots, eggplant, cassava and okra. It is eaten from a shared bowl, which is steadied with the left hand.

Dishes to know

  • Yassa is chicken or fish in an onion sauce; mafé is meat in a peanut sauce, by Wikivoyage. Unconfirmed
  • Ataya is gunpowder green tea, served very hot and very sweet in small glasses, as Bradt describes it.
  • Gazelle, the local beer, is served at the beach restaurants on Gorée, according to Lonely Planet (August 29, 2018).

No sourced description of dibi (grilled meat) or of the bissap and bouye drinks was found, so they are named here and not described.

Places

A restaurant, café or bar is named in this guide only with the publication that recommended it and the date of the piece. One source of names was found, Lonely Planet’s Dakar restaurants page, which lists some 15 places across the Plateau, Almadies and Ngor. It carries no date, and none of the places could be checked as open in October 2026. They are not listed here. Nothing was obtained from the nine publications named under hotels, and no dated source gives opening hours. Eating late is on the Nights page.

Main points

Street crime is the common concern. The UK writes: “Cases of robbery, burglary and assault have become more common in Dakar, and in some cases, involve the use of weapons.” The State Department advises: “Avoid walking alone on beaches, in tourist areas, and after dark.” Canada names Yoff beach, Independence Square, the Gorée ferry terminal, where it says pickpockets are very active, and the Corniche in the evening. It says snatching from passing motorcycles is frequent, advises against wearing a bag strap across the body, and notes that demonstrations are common and can turn violent.

Scams

The UK names bogus taxi drivers and fake currency. France lists “nombreuses pratiques frauduleuses et tentatives d’extorsion de fonds” (in English: many fraudulent practices and attempts at extortion), romance scams among them. Canada adds on-the-spot traffic fines, and advises asking for a written copy payable later at a police station.

Swimming

No advisory read names a beach as safe. France says the sea on the Grande Côte, from Dakar’s northern suburbs past Lac Rose, is dangerous and often unsupervised, even for excellent swimmers. Canada says riptides are common and there is no warning system. The only beaches named for swimming come from Wikivoyage. Unconfirmed

Roads

France is blunt: “Les accidents de la route sont très fréquents au Sénégal.” (in English: road accidents are very frequent in Senegal). France and Canada advise against driving between towns at night. CDC advises riding only in cars with seatbelts.

With children, with limited mobility, alone

CDC advises early hepatitis A and measles doses for infants of 6 to 11 months. The State Department notes that many people, children among them, drown each year in the Atlantic off Senegal. Children under four ride the BRT free and under five the train; Gorée is car-free.

The State Department says to expect limited accessibility in transport, lodging and infrastructure, and Bradt notes rare pavements and scarce lifts. The BRT operator states that all its stations and vehicles are accessible. For the venues nothing is published: the biennale’s venue pages read “coming soon” on October 5 and 6, 2026, and no access statement was found for any of the three. Canada says women travelling alone may meet harassment and verbal abuse. The State Department writes: “Avoid traveling alone to bars or nightclubs”.

LGBTQ travellers: the law

The law changed in 2026, and three advisories report it. The UK (updated May 13, 2026) says Senegal amended its legislation on March 30, 2026, raising prison sentences for same-sex relations to 5 to 10 years and criminalizing the promotion, support or funding of homosexuality. France (notice of April 16, 2026) says the sentence carries a minimum of five years without suspension and may come with a heavy fine; that an approach or an attempt can lead to prosecution; and that two new offences, advocacy and the funding or support of persons or groups, carry possible sentences of 3 to 7 years. It adds that the law is actively enforced and that arrests take place regularly.

Canada (September 28, 2026) dates the law to March 31, says scrutiny may extend to a person’s online presence, and advises 2SLGBTQI+ travellers to avoid public displays of affection and to consider the risks of travel carefully. The State Department’s page, dated December 4, 2025, predates the change and still gives up to five years. The legislative record is on the Host City page.

Packing

A Bag for Late November

Each item follows from a fact on this page.

  • Light clothes and one warm layer for days near 30 °C and breezy evenings near 22 °C.
  • No rain gear. The monthly average is under half a millimetre.
  • Hat, sunglasses, sunscreen of SPF 15 or more.
  • Modest clothes for the city and any mosque.
  • Closed, sturdy shoes for broken pavements and sand.
  • Repellent with 20% DEET or more, and antimalarials as prescribed.
  • Yellow fever certificate and vaccination record.
  • Passport valid six months past departure, with proof of onward travel and of your booking.
  • A passport copy to carry daily.
  • Your boarding pass, kept for the SIM card.
  • Plug adapter for two round pins at 230 volts, and a power bank.
  • Euros or dollars to change at a bank, a bank card, and small CFA notes for taxis.
  • A money belt or inside pocket in place of a cross-body bag.
  • A scarf or mask and your inhaler if dust troubles you. Its timing in Dakar is not established.
  • Insurance papers, including medical evacuation.

By Ferry, Pirogue and Train

Few distances or journey times are supported by a published source. None was found for Bandia, Saly, Thiès or Saint-Louis, and nothing at all for Somone or Toubab Dialaw, which are left out.

  • A UNESCO World Heritage site since 1978, 2.5 km offshore.
  • Car-free, 28 hectares, with the Maison des Esclaves, by Lonely Planet (2018).

  • Off Ngor beach, beside one of Senegal’s main surf spots.

About 35 km northeast

Lac Rose

  • The pink comes from an alga and is strongest from November to May, by Wikipedia’s cached page.
  • Floods in 2022 turned it green; reports cited there say some colour had returned by 2025. Unconfirmed

Towards Mbour and Saly

Bandia Reserve

  • A private wildlife reserve of 3,500 hectares among baobabs, by its own site, which gives no prices or hours.

Petite Côte

Saly

  • Beach resorts; the airport taxi fare is 11,000 CFA francs by day, 14,000 by night.

By road, by day

Saint-Louis

  • A UNESCO World Heritage site since 2000, capital of Senegal from 1872 to 1957.
  • Check France’s map first: its orange zone covers the southern part of the Mauritanian border, and this guide could not establish where Saint-Louis falls.

Diamniadio, the new city on the rail line, is 1,500 CFA francs from Dakar by train. Thiès is reached by road; its tapestry workshop and other art outside Dakar are on What to See. The city directory is at My Biennale’s Dakar guide, and the main page is The Guide.
